Permanent Residence – Provincial Nominee Programs (PNPs)
Canada’s Provincial Nominee Programs (PNPs) let provinces and territories nominate eligible candidates for permanent residence based on local labour market and economic needs. In most cases, you apply to a province/territory first for a nomination. After you’re nominated, you apply for PR either through Express Entry (enhanced PNP) or through the non-Express Entry (base PNP) process. If your nomination is Express Entry–aligned, it adds 600 CRS points, which can strongly improve your chance of receiving an ITA.

What is a PNP nomination?
A province/territory nomination is their confirmation that you meet one of their immigration streams and they want to support your PR application.
Do all PNPs work with Express Entry?
No. Some streams are Express Entry–aligned (enhanced) while others are base (non-Express Entry).

Are PNP intakes always open?
Not always. Many programs run EOI draws, limited intakes, or invitation-only periods (and rules can change). Example: AAIP moved to invitation-based worker stream applications effective Sept 30, 2024.
Can I apply to more than one province?
Some people explore multiple options, but each program has its own rules and you must genuinely intend to live in the province/territory you apply to.
What causes refusals/delays?
Most issues come from missing documents, unclear work proof, and inconsistent information across forms and supporting evidence.
